Public Comment: Don Wade asked that the board consider putting up shelters for the school children during in climate weather. He suggested that they be made portable so they can be removed during warmer weather. Diana Cooper said she heard the school plans to revert back to normal bus stops as they get more bus drivers. Wade was told the board couldn’t make a decision until the December meeting. Wade said it would be snowing by then. Wade also asked board if a restaurant was to be built on Main Street where the old buildings once were if the village was going to give the people the land. Dave said that there would be stipulations involved, but yes something would be worked out. Wade said that he has been talking to people who may be interested in having a restaurant in town. Susie gave Wade numbers of the board for him to give to the people should they have questions and invite them to a meeting.
Moved water grant process up so Shelley could speak why she was there.
Approve Water grant process: Shelley Darnell explained that there are many grants to apply for regarding the water tower project. She said that she had contacted Pat Gleason who would write the grant free to the village, and also Vermilion Advantage would do the surveying for free as well. There is a lot of information to obtain for a grant and Shelley has the experience and know how on what to do. She would be the grant coordinator. Her fee would be $400 per month net cost. She anticipates that the work could be done in a month but not more than six weeks. Dave suggested we put Darnell on the payroll. Approve removal of tree at 110 W. South St: Greg asked why another tree company wasn’t called to get bid. Dave explained it is time sensitive, but that it is a good idea for future purposes. Miller tree removal will drop tree and grind stump for $400 and village will clean it up. Approve development of Resource Manual: Dave explained that if the department heads could work on this and create a manual for when we need help fixing things like water mains etc., or need supplies we will have the manual to look up what we need instead of having contact information scattered. Approve Village insurance is $19754.61 with Illinois Municipal League with Spicer Insurance. Ed asked for a more specific break down than what was at the meeting. Suzanne will get with Bob Thompson. Diana asked if there is another company we can get a bid from, Suzanne said most traditional companies don’t carry insurance like IML does, and that they cover a majority of the state cities and villages. Board Comments:
Ed stated that the kids were tearing up the electrical outlets again and that he shut off the power to them.
Suzanne stated that because of the fierce wind that Colby took down the bigger flags at war memorial and town hall, and that the park flag had blown off.
