The Fairmount Village Board met in open session this 19th day of April 2017, in the council chambers of the village hall. President David Ferber called the meeting to order at 7:00 P.M. meeting ended at 9:23P.M. Public comments:
Several residents were present to voice their concern about the property at 201 E. State
Street Steven “Chris” Ellis stated that there is trash and garbage all over their yard and
that they are parking on the sidewalk and blocking a hydrant. Junior Bennett is also
concerned that the tires in the yard will attract mosquitoes if they are holding water after
it rains. Rick Applegate voiced concern over the derelict vehicles at the same property
and other places in town. Chris Ratliff is a new resident on that street and voiced a
complaint about the people revving up their cars and squealing tires and arguing in the
early morning hours. The group wanted Police officer Gary Wright to tow the vehicles
and get the tires removed. Wright explained that he just can’t go in and start towing
cars. There are ordinances in place and he will write a citation if there is an offense. It
was also brought up about the other properties in town where there is garbage in the
yards or on the porches and derelict vehicles. Wright has been issuing ordinance
citations for these as well. Wright said they are all handled at City court in Danville. City
court then collects the fines for the village. Bennett stated that he has lived in Fairmount
longer than anyone in the room and that this is the worst Fairmount has looked.
President Ferber addressed the concerns saying that Wright needs to research what
the law says about parking on sidewalks before writing citations. He wants people to be
made aware of the ordinance before writing tickets. Ferber is also looking into a noise
ordinance regarding the revving up and squealing of tires. He said he will also ask the
county for extra patrol in the early morning hours when Gary may or may not be on duty. Bennett also voiced concern over dogs being left to roam to do their business and he doesn’t like to have to clean up someone else’s dog feces. Ferber said the animal
ordinance says there is a leash law. Bennett also said he is looking into setting live traps for the cats that are coming on his property and damaging his lawn furniture.
Ferber stated that the village didn’t have an animal control officer at this time and are currently looking for one.

Jeremy Barker approached the board and asked if the village will put in a culvert in his driveway. Ferber told Barker that it isn’t the village’s responsibility for private property. Barker said he was told that the village has done it for other residents. Ferber said he doesn’t ever remember the village doing that, and if they did he would like to know when so he can investigate why. Ed Cheuvront stated that he had done a few culverts for people and that may be why people thought that the village was involved. Barker asked for Cheuvront number to contact him for help. Barker also asked if there were any
restrictions on fences, Ferber said Fairmount has no zoning but he ought to go by the
State guidelines

Approved on ordinance to change due dates for water bills: Emily made motion, Greg 2nd, to approved ordinance to change due dates for water bills to be paid on the 1st of all odd numbered months. The ordinance states if a bill is not paid by the 1st then it shall be considered delinquent and a second notice shall be sent with a late fee of $25. Any water services that are not paid by the 15th of the odd month will be terminated. This will give water customers 30 days to pay their bill without a late fee and an additional 14 days before shut off. Review Treasurer’s report: Dave reminded the board that budget will be a little tight with the big expense of water tower painting.

Water: Dave said that he has not had a return call from engineer Andy Keiser on the water tower project.
Streets & Alleys: Dave reported that Lisa Lashuay our MFT engineer, is focused on when the state sells the road to Sidell to the county and will be doing work on it she suggests that the village fixes the bad joints on Main Street while the State has the equipment out here to do it. By doing so there will be no mobilization fee. The $70,000 we receive for the portion of road south of Vance Street that the state is selling us can cover the expense.
Board Comments: Discussed future items of tree removal quote and an interest in someone being an animal control officer.
