Public comments: Youth Pastor Steve Lamb of the Faith Church in Fairmount was present to speak about the Teen Serve program coming to the area in July of 2016. The program is to help residents in a 25 mile radius of the Salt Fork Middle school (south campus) to paint their homes or help building steps or ramps that are needed. Lamb asked for a donation for supplies and cost of housing approx. 400 teenagers that will come to work during the week. The goal is to get 70 houses painted and fixed up. Lamb also asked if the board would approved to put a flyer to advertise in with the water bills on the next billing cycle. The board will discuss a donation at the January meeting and agreed to send flyers in with the water bills in February. This is a way to get our communities looking better.

Moved line item Water Tower project for Shelley Darnell to address the board. Darnell passed out a packet that explained the process of applying for the CDAP emergency grant, and any other grant should we not get the emergency one. Packet is on File. She needs at least 75% of the residents to return their surveys or she will be going door to door to collect information. Also said a Fair housing ordinance needs to be passed and she is just trying to get as much done for the grant as she can. Dave said this timing coincides with opening bids in January. Engineer Andy Keiser will be opening bids January 14 at 1:00 p.m. in Champaign. Dave is attending and the board and public is invited to attend, though not necessary. Most all board said they would be working during that time. Susie said she may attend.

Streets and Alley: Colby submitted report. Dave said some pot holes had been fixed and there were two trees lost due to wind.
Water Department: The EPA visited the water plant. We had a deficiency and that was we need to provide an acid-resistant apron, gloves and eye protection for the water operator safety. Dave said there were also some suggested improvements such as: cover the end of the over flow pipe at the elevated tank with non-corrodible screen, provide stand by power during power failures, recoat inside and out of elevated tank, perform a water audit to determine unaccounted water percentage, create a maintenance log to record any repairs performed on water systems. Establish an emergency management plan. Conduct a biennial cross connection survey of the distribution system as out lined in our cross connection control ordinance. Ferber said some of these items Ferber said was being addressed.
