The Fairmount Village Board met in open session this 20th day of July, 2016 in the council chambers of the village hall. President David Ferber called the meeting to order at 7:00 P.M. meeting ended at 8:28 P.M. Guests present were: Gary Wright, Rinda Maddox, Tammy Dixon, and Brooke Dixon.

Tammy Dixon is the owner of food cart named Whooligans and had set up at the park to serve food to people. John and Sandy Kepling contacted President Ferber and asked that she moved down farther from their house because of the lights from the trailer early in the morning and people using their drive way as a turn around. Dave talked to Tammy and she moved down and turned her trailer around. Dave had not heard any more complaints from anyone in the neighborhood prior to this meeting. The other item to discuss was regarding usage of electricity and water from the village utilities. Tammy wants to pay her share. Clerk Suzanne is to get a copy of last year’s park utilities and compare to this years to determine the cost difference. As far as the water usage Colby and Ed will put a separate water meter line for Tammy to hook up to for her business.
First presentation of the 2016 Tax Levy: Dave handed out the first presentation of the Tax levy, there was a 4.97 increase. It will be posted for 21 days before being voted on.

Board Correspondence: Dave read a letter from Rinda Maddox of The Sidell Reporter stating that the paper had won several awards with the Illinois Press Association that included advertisement from the village and that she was appreciative of the village’s support and business partnership.

Review Treasures report: Noted that there was revenue of $16,226.34 wondered what that was for. Greg asked if the people late on the water bills were paying on time, Dave said they were.

Review department reports:
Fire Department: Dave said they had their first structure fire in three years, it was a shed at the quarry.
Police: Gary had his report to look at. On file Greg said he wanted to thank Gary for the work he does and in light of the way the world today is on being down on the police, he commends him as a police officer even though Fairmount is a small town, one never knows what could happen and to be safe. Gary said Thank you. Greg went on to say that it was brought to his attention by some citizens that there are people who are driving vehicles without license and wants to know why as a board we don’t do something if we know it’s wrong. What good are Ordinances if they aren’t being enforced like golf carts being driven by underage and not licensed people? Gary said he hasn’t seen them and asked who was driving illegally. Greg said he didn’t want to say names to keep it from being personal. Ed said people need to call 911 if they see something and turn in description. People know when Gary leaves town. Greg stated that he didn’t want to be on a board that turned their head if something was going on and knew it was wrong, that is why he wanted to say something. Dave said he has never told the police not to enforce any law or ordinance and that Gary does so at his own discretion. Greg said maybe Gary doesn’t see them but the citizens said as a board we know it is wrong. Susie said calling 911 doesn’t always seem to work.
Other comments were about Jamaica Pyrotechnic Company in the old Puzey building. Gary said he talked to them about not letting off fireworks in the middle of town. Dave said as Fire Chief he would look into this matter and make sure they are not storing things they shouldn’t be in residential area.
Streets and Alleys: Dave said the tires on the Village truck were replaced. The hydraulic pump still needs fixed. The mower needed fixed at Birkey’s. Dave also noted that Lisa didn’t know when they would be out to fix the roads and that they would need to let Colby know so he can do his part in preparing the area before they come.
Animal Control: There has been a lot of fox sightings and even a coyote sighting in town. Gary will call Bill Cottrell, Game Warden to see how we can remove the foxes from the area. There still is no animal control officer for the village.
Water: There is no word on when the water tower project will begin.
Other comments: Greg said he spoke to Terry Crippen and Crippen said he plans to tear down the house when he gets the funds. He had not called Jan Schotts about the condition of the tavern.
Board Comments: Dave remarked that TeenServe was here and they did a great job and that fire station community room was opened for them to go eat their lunches in air conditioning. Susie said we will be receiving a report on what was done in the area and that they appreciated the donation.
Suzanne said that Stacey Moore came into the office and said thank you for getting the situation taken care of regarding the drainage with Jamie Tate
Ed brought up that there is concrete water that runs into the tile into catch basin at the Redi mix, but that was a drainage issue and they were notified. Dave said village can’t do anything about it, that they have to have pond it was designed by a license engineer and they have a permit for it. Susie said she thinks there should be a fence around it. Susie wants to know details about the safety of the pond with permit and dates and if it is legal. She wants to see the permit saying Redi Mix is legal, Dave said that they don’t have to show it to us. Susie said the sludge pond has potential to be dangerous and she is concerned about something or someone to get in it, and she wouldn’t want to live down by there. Susie said it would stop some talk if there is a permit that is up to date and legal. Ed and Dave said they are hauling stuff off. Susie said that she doesn’t feel it is strictly all drainage. Suzanne was asked to look at ordinances to see if there is an ordinance regarding pools being fenced. Dave said he would have a report for the board of details regarding the situation. Susie also asked about the trucks going around the corner at Myers and Dave said he hadn’t been back to discuss that yet.
