The Fairmount Village Board met in open session this 17th day of May 2017, in the council chambers of the village hall at 7:00 P.M. Before the meeting, the newly elected officials, President, Clerk and trustees, were sworn in. Immediately after, President David Ferber called the meeting to order. The meeting ended at 9:23 P.M. Public Comments: Junior Bennett was present to voice his concern again on the properties around Fairmount and that he didn’t feel any progress was being done since the last meeting he was present at in April. Bennett stated he felt that the police department needs to write more citations and the board needs to get tough about things regarding the trash and the derelict homes in Fairmount. Police Chief Gary wright said that there is no state ordinance of people parking on sidewalks. Bennett wanted to know about the many trailers, campers and vehicles that don’t have licenses. That the town is looking awful and no one wants to come to it. Gary said he will tag them if that is what the board wants. The board said that they desire Gary to get tough and start writing citations more. Different board members had spoken to other villages and found that some get their lawyer involved by writing letters. Dave asked that the board to submit in writing the addresses of the house and properties that they want to have the attorney reach out to. Junior said he plans to keep coming to the meetings until the issues are resolved.

Review Department Reports:
Police Department: Gary had report (on file) said Check engine light and ABS light keeps on in the squad car. Also passed out a flier on Local Debt Recovery Program that villages uses to collect fines and fees from people who don’t pay their fines, the program takes income tax returns to pay the fines etc. It may be something that the board may look into.
Fire Department: Dave had report (on file)
Water Department: Had a service line break twice in two days. Salt Fork School South campus has had complaints of the water, the EPA and Health Department tested the water. It is okay, the EPA said it is in the threshold of number for chlorination.
Street Department: Colby’s log was present for the board to review (On file)
Board Comment: Greg wanted to know why there wasn’t three person committees like Sidell had, to discuss things and then bring to the board. Dave said that the board was a committee. Rinda Maddox said that Fairmount was the only village that used the board as a committee. The board discussed that at one time the village had smaller committees. It was discussed that perhaps the meetings wouldn’t be so long as they have been the last year if the committees were able to get together and discuss things
Page 3 that wouldn’t drag out in an actual board meeting. Dave said that if that is what the board wishes to do that he will have Suzanne make sure there wasn’t an ordinance made creating the six member committee. He also reminded the board that they need to be mindful of the Open Meeting Act requirements.
Open Meetings act training: Dave asked if everyone had their training done. Everyone had their done but Greg Woodard. He said he would have his done by the next meeting in June.
Project review: Water tower repair: Dave said he was told that the Painting Company for the water tower would start in the next two weeks.
