The Fairmount Village Board met in open session this 21st day of October, 2015 in the council chambers of the village hall. President David Ferber called the meeting to order at 7:00p.m. Meeting ended at 8:46 p.m. Visitors: Gary Wright, Chuck Mockbee III, Chuck Mockbee IV, and Bonnie Gilbert.

Public comments: Chuck Mockbee III and Chuck Mockbee IV were present. Chuck Mockbee IV introduced himself and stated that he was running for Vermilion County state’s attorney in 2016. He told about himself and answered any questions. Bonnie Gilbert was present to just observe and invited anyone interested to come to a Library meeting held on first Wednesday of the month at 4:30 p.m. at the Library.

During a training procedure the Fire Department discovered that the Duracell batteries placed in the air packs had leaked acid onto the circuit boards making them non workable. The batteries were dated March of 2019. A call has been made to the company to see if any reimbursement will be done for the cost of having the packs fixed. It will cost $100 per pack, there were 11 packs damaged. The board approved to have them fixed now rather than wait for word from Duracell Company.

Review Treasures report – Dave made notice that MFT funds have not been received from the state.
A line item on Streets and Alleys needed to be corrected.
Review department reports:
Water: On the water tower repair issue, Susie is looking into grants, and speaking with Shelley Darnell of Catlin regarding grants, Susie said Darnell is very knowledgeable in grants as she has done the ones for Catlin recently, she would charge $400.00 a month to get all the information that is needed for the grant. The board will have to discuss this. Ed asked if she was insured. Dave suggested if we put her on as an employee she would be insured. All of this is something that needs to be discussed. At this time not sure what kind of increase will be applied to the resident’s water bills. Depends on how much it costs to fix, and if we get grants and so forth, this will take much discussion.
Also a water line was busted and repaired. A special pump is being purchased for the water works by Lorin.

Board Comments: Dave said that when someone is purchasing for the Village they are to take the village tax exempt letter with them so we are not charged tax. Suzanne is following up with businesses to submit any paperwork or information regarding not being charged tax so they have it on file. Suzanne also brought up whether or not we are to publish ordinances in the paper. According to the Municipal handbook it states it can be published in paper or in a book form such as an ordinance book or pamphlet. Instead of publishing some in the paper, which can be costly. The board said it will publish that an ordinance had been passed and where a resident could go to look at it if interested. Mockbee III, said a lot of villages are doing it that way.

Skateboard Park: Diana Cooper has been conversing with several kids and parents about a possibility of having a skate park. Further investigation on Diana part, on how much and will kids be willing to have some fundraisers to help pay for it, and help get it. A lot to think about.
