The Fairmount Village Board met in open session this 19th day of October, 2016 in the council chambers of the village hall. President David Ferber called the meeting to order at 7:00 P.M. meeting ended at 8:48 P.M. Guests present were: Gary Wright, Bonnie Gilbert, Mike Marron, Terry Hume, and Rinda Maddox.

Public comments: Oakwood Ambulance Coordinator Terry Hume spoke to the board regarding the village to keep using the Oakwood Ambulance service since Arrow ambulance has moved to Catlin. The Oakwood ambulance had responded to 49 calls in Fairmount by zip code since January. Hume would like the Village support and to possibly enter into an agreement. Dave said that he hasn’t been approached by Arrow coordinator and that until someone does approach him that using Oakwood Ambulance would be status quo. The board agreed. Vermilion County Board Chair Mike Marron spoke to the board regarding the county taking over the road from Fairmount to Sidell from the state. He would like to see support at the County board meeting regarding the county taking over the road after the state fixes it. He said he would call with details on the next meeting.
Approved to accept Illinois Department of Transportation offer of jurisdictional transfer of the .13 miles south of Vance Street, if the amount is $70,000. Ed and Dave went to look at culvert and said it looks to be in good condition. Dave said he will contact IDOT to see if the offer was still on the table
Action on formation of Fire Department Auxiliary: There was no action due to Dave has to investigate how to get an auxiliary established to be under the insurance and workman’s comp insurance of the department. Dave said he didn’t want a volunteer to be working and get hurt and not be covered.
Action on loan agreement between General Fund and Water Fund: The board approved the loan agreement. Ed made motion to approve agreement with no interest, Emily 2nd Susie Dodd-Casey Y Ed Cheuvront Y Dustin High Y Diana Cooper Y Greg Woodard Y Emily Carey Y

Action on public appreciation weenie roast and departments show and tell October 22: Dave reported that a date of October 22, was set for the community weenie roast and that the village would have its vehicles out for the community to see. This is a free event to the community and hot dogs, buns, chips, drinks and cookies would be provided. People can roast their own hot dog and if it rained then the hotdogs would be cooked on a grill. NO Executive Session: The board did not go into executive session for there were no executive session minutes to be reviewed.
The board chose not to go into executive session to review the treasurer or fire department applications.
Action on appointment of Treasurer: Treasurer Brook Ferber resigned from her position due to changing jobs. The board received one letter of interest for the treasurer position from Kristy Burke of Fairmount. Dave wants to appoint Kristy Burke as treasurer contingent on a back ground check, he proposes the board approves the appointment. Action on Fire Department application: Jesse Hensen at 308 N. State Rd. Fairmount. Has lived there for three years. Jesse talked to Dave during the fish fry and he showed an interest. Dave proposes the board approves the appointment contingent on a back ground check. Ed made motion to approve the appointment. Dave reported that all new department applications would have a back ground check on them. State law states an employer is to give job offer first and back ground check second. He feels it is a good village policy for the village to have.
Board Correspondence: Fairmount Hardware is closing and will stop charging middle of November.

Review department reports:
Police: Report on file. Suzanne stated that the village received money from fines on some tickets or ordinances violations Gary had written. New radios came in. Streets & Alleys: Colby had his logs to review.

Fire Department: Dave reported that they replaced the batteries in Engine 2 because it would not hold a charge. They got the batteries from Don’s automotive in Homer. Water Department: Greg asked if people who were behind were still paying. Dave said yes and some were paid off, but he was needing to send three or four more letters to set up payment plans. Dave spoke with contractor for repairing the water tower and they will do the inside of the water tower first and they expect to be in town in two weeks. It will depend on the weather if they do the outside this fall.
