The Fairmount Village Board met in open session this 21st day of September, 2016 in the council chambers of the village hall. President David Ferber called the meeting to order at 7:00 P.M. meeting ended at 8:45 P.M. Guests present were: Gary Wright and Bonnie Gilbert. Roll Call: Trustees: Susie Dodd-Casey Y Ed Cheuvront Y Dustin High Y Diana Cooper Y Greg Woodard Y Emily Carey Y President Dave Ferber Y Clerk Suzanne Woodard Y Approved August 17, 2016 meeting minutes: Ed motioned to approve, Emily 2nd Susie Dodd-Casey Y Ed Cheuvront Y Dustin High Abstain Diana Cooper Y Greg Woodard Y Emily Carey Y No public comments: Approved to set trick or treat hours for Monday Oct 31 from 6-8 p.m. Ed made motion, Greg 2nd Susie Dodd-Casey Y Ed Cheuvront Y Dustin High Y Diana Cooper Y Greg Woodard Y Emily Carey Y Approved purchase of two police radio one mobile one portable for $1700. With a $100 discount. This is due to the County going digital. If we didn’t get the new radios our police would not be able to communicate with the PSB. Ed made motion to approve purchase, Dustin 2nd Susie Dodd-Casey Y Ed Cheuvront Y Dustin High Y Diana Cooper Y Greg Woodard Y Emily Carey Y Discussion on formation of Fire Department Auxiliary: Dave explained he had been approached by an individual who was interested in Auxiliary after the explosion fire at the Sapp residence. Dave asked the board if they wanted to support that idea. An Auxiliary would help firemen at major events by providing rehab support, food, clean up etc. The board said they would support the formation of an auxiliary. Doing so would be at no cost to the village Dave said that some guidelines would be presented to the board at a later date. Discussion of Illinois Department of Transportation offer of jurisdictional transfer. Dave had been at a meeting that had been discussing the Sidell Allerton Rd transfer and was able to meet with the representative of IDOT. IDOT have concluded that they still own the .13 miles of highway from Vance Street in Fairmount to the Welcome Sign south of Fairmount. They would like to do a jurisdictional transfer to us of those .13 miles of highway there are several options for us to consider. The state said they would like a decision in three months. Option 1-to accept ownership of the road with a payment of $70,000 from IDOT. We will have all maintenance of the road from this point forward. Option 2- Before we accept ownership of the road IDOT will repair the road with the rest of the Fairmount-Sidell Road. They will deduct the cost of the repairs from the $70,000 and give us the balance as we take ownership of the road.Option 3- Do not accept ownership of the road. We will not get any money and would not be responsible for the maintenance of it. Board correspondence the village received a thank you note from Teen Serve organizer Pastor Steve Lamb that explained where the donations that were collect went, and included some pictures of before and after houses that they had worked on. Also a flier on the Fall Festival and fish fry was present Received a letter from the VC health dept will host a free electronic collection in October.

In Department Reports: Police Report is on file Water dept: Hydrants are being flushed from September 21-25. Heard from engineer Andy Keiser that the water tower company is in Fithian working and that we are next in line. Streets and Alleys: Board member Diana Cooper requested a log on maintenance man Colby Ferber hours. Stating that when residents ask what he does she would like to give them a more infinitive answer that he does a lot more than just picking up brush and mowing. Fire Department report: Dave reported that the Fire Department responded to a house explosion on 1333 North Road. The explosion killed two people in the house. The explosion is being investigated by the State Fire Marshalls Office. There were about 12 departments present with about 60 people on scene. The incident is considered a success in the fact that no person was injured after we arrived. It was a long incident with the Fire Department being on scene and clean-up afterward of the hose and vehicles. Total time was 11 hours. During this incident the brakes of 11-Rescue-3 went out so we had it towed to Don’s Auto in Homer. Don repaired the brakes and it was returned to service. Ed also had a report from the fire department that since January 2016, year to date, the department had 74 calls, 41 medical, 17 public assist, 10 fire and 6 other. There was 1118 man hours that is including training and maintenance of vehicles and building.
