The Fairmount Village Board met in open session this 16th day of November, 2016 in the council chambers of the village hall. President David Ferber called the meeting to order at 7:00 P.M. meeting ended at 8:06 P.M. Guests present were: Gary Wright, Kristy Burke, and Bonnie Gilbert

Approved on purchase of Bullet Proof Vest for Police It was discussed that the vest Chief Wright was currently using had expired in 2014. Ed and Diana said they didn’t want the liability of something happening to Gary and the vest not be current. Wright said the cut off for the grant had passed. It would have saved approximately $400. Discussion was had about why it wasn’t brought up. Susie asked Gary if he felt the vest would still work, Gary said he felt safe using it. Ed made motion to buy a new vest for $960. Approved on purchase of storage containers: The hardware store is selling storage 72 storage containers at $3 each. The containers can be used by Water dept, Streets and Alleys and the Fire Department. Approved on Village Insurance coverage: The Village Insurance coverage cost $20460.48 with Spicer Insurance as broker with Illinois Municipal League Risk Management Association. Diana had been in contact with an insurance broker discussing other insurance companies that handle municipalities. She commented that the City of Danville had recently moved to this company. Cooper said it is not an easy process and that she would need more time. Ferber stated to get the $190 discount the board would need to decide at this meeting on the insurance. Cooper said the board could always cancel the insurance if another better price comes up from a different company. Ferber said that she should start in June with other companies so they have a few months to be able to get all the information they need to give us a proper quote. Reviewed Treasures report- Balances look good we had not been billed anything yet for the water tower project.
Reviewed department reports-
Fire Dept: Dave reported it was a slow month. Ed suggested that the village starts charging $25 for use of the meeting room at the Fire Department to help pay for cleaning of the room. This will be on next month’s meeting agenda. Dave will work on a guideline for it. Bonnie mentioned that the Woman club uses the meeting room and they are making a donation. Dave said others have made donations in the past as well. Discussed that Newton’s could be called to steam clean. The election was held there and a lot of people were there. The room is used for many things. Dave said the room’s capacity is 96.
Streets and Alleys: Dave reported that the tractor needs new tires. Ed was getting quotes. Colby had his work log for board to review (on file). Susie questioned if the new owner (Levi Allen) of the old mine was going to let the village use the area we haul brush down to. Dave said that Allen is wanting a written agreement with the village about it. Colby had hung the Christmas trees up, they will be turned on after Thanksgiving.
Police: Gary said it was quiet, Police report (on file). Suzanne said village received $57 from court related items.
Water: Diana asked if people were caught up on water bills, Suzanne said some people aren’t getting their water bills. Dave said those who were behind were caught up and that he would look into those who haven’t received a bill.
Dave passed out some documents of some state of Illinois bills that may be passed by the state of Illinois regarding lead in water and if the bills are passed it may be costly.
Board Comments
Dave had some information on the jurisdiction on the road that the County took over the Sidell Fairmount road. Fairmount would still receive $70,000 for the .13 mile south of Fairmount. Dave said we do not want that black topped for us to maintain it.
Project review
Water Tower repair: It was determined that they didn’t need to sandblast the inside and that there would be a reduction in cost. They will be here in the spring to paint on the outside. Susie said we need to make sure we are first on the list.
