The Fairmount Village Board met in open session this 19th day of August 2015 in the council chambers of the village hall. Trustee Ed Cheuvront called the meeting to order at 7:00p.m. President Ferber had a fire call and was present at 7:04. Public comment: Jared Fritz had a Shriners sign he purchased himself and would like to know if the Board would approve hanging it at one of the entrances in town. Fritz said the Shriners have helped a few children in the village over the years and thought it would be nice to hang the sign. Board agreed to hang it at one of the entrances of the Village with the other signs.

Terry Bates was present to ask for a refund on property taxes of the property the village bought from him and his wife in October 2014. The tax assessor was late in getting that corrected. The board agreed it should be paid.

Approve sidewalk replacement: The amount of $5000.33 was used to replace sidewalks this year.  Dean Woodard has retired and will not be laying sidewalks any more. Dave Ferber wishes Dean well and is going to miss working with him on these projects.

Approve new tires on 11-SS-5: There were three bids Happ $1036.62, All source 1111.14 and Watson at $918.00. The bus will be looked at before buying tires to check brakes and see if there is anything else that may need fixed. As to not spend money on tires if for some reason the bus would need to have more work on it than the board is willing to pay to fix it. Ed made motion to buy tires from Happ’s as he works on all the other village and fire department vehicles. Board Correspondence: Received a letter from Pastor Steve Lamb at the Fairmount Faith Church regarding informational meetings on the Teen Serve program coming to the area next year.  Some of the board members are planning to attend. Also received information regarding the US Bank accounts and the changes they are making. Treasurer Brook Ferber will keep us updated on what our options are.

Review Treasures report: Dave noticed that the sidewalk budget was set at $2000.00 instead of $5000.00 will have to check the budget appropriation.

Review department reports:

Police: A discussion was had about the village Curfew and ordinance. There was a trespassing and theft that were done by minors. Gary said that unless caught in the act of something he cannot take them to jail. There have been reports of kids running around after 1:00 am. Gary said people need to call 911 when things are going on around town especially when he is not on duty. Suzanne will send out drafts of a new ordinance regarding curfew.

Fire: The handicap parking area is ready to use and the flag pole is up and looks real nice

Water:  Dave stated that usage is down.  Karen asked if there can be a $10 turn on fee for the real estate businesses when they are checking for leaks on properties. Dave said it is in the water ordinances that anyone gets charged that $10 fee for turning on, but to check to make sure.

Dave also talked to engineer Andy Keisser, the Water Department engineer.  He

said to fix our water tower problem was to sand blast the outside and repaint it.

He also said we would need to scrape the inside and recoat it.  If we do both he estimates

we will have a 20 year life for the work.  To sand blast the outside would require tarping

the tower.  Andy estimated the cost to be $200,000 for the project.  He said we could get

bids or bypass the competitive bids and request a quote from a sole source.  We need to

plan on how we are going to finance this project or if we want to sell the water works. Dave

recommends we move forward with financing information before making a final decision

on the future of the Water Department.  As we move forward with talking about the

future of the Water Department we need to make sure all citizens of the Village and all

customers of the Water Department know what is happening and are invited to the

meetings.  Andy said he is willing to attend our Board meeting to explain things and help

us get started in the decision making process. Dave said this water issue will be on the agenda until it is resolved. There are options to sell the water works or to try to fix the problems and get grants, or other funding. Some options we will need legal counsel on.  Instructed Suzanne to make notices to put up around town to inform residents of these meetings.

Animal Control:  There hasn’t been a report in some time, Suzanne will ask Steve for one.

Board Comments:  A resident asked Greg if a “Child Playing” sign could be put up on West Vance Street.  Ed said that the village attorney a few years ago recommended that we should not do that. Suzanne had a print out from Illinois Department of Transportation that also stated they do not recommend children playing signs to be used.

Ed said that the kids have torn up the outlets at the park, he thinks because of them charging their phones and the plugs don’t fit correctly in them. He is working on the park electrical for the Fall festival coming up and said because of having to fix some of these it may cost a little more.

Street Signs: Dave said we weren’t going to make a decision on this tonight. He explained that for Colby to get an estimate on costs of street signs the board needs to decide if we want to replace poles or use brackets on top of stop signs.  He asked that the board go around and look at the signs and be ready to make recommendations at the September meeting. Suzanne is looking into grants for street signs.
