The Fairmount Village Board met in open session this day of March 18, 2015 in the council chambers of the village hall. President Dave Ferber called the meeting to order at 7:00 P.M. Public present were Gary Wright, Chuck Nesbitt, Rinda Maddox, Rose Cooper the meeting ended at 8:46 P.M.

Approved of minutes for February 18th meeting.   Diana motioned, Emily 2nd, Todd Street A Ed Cheuvront Y Dustin High Y Diana Cooper Y Greg Woodard Y Emily Carey Y Motion carried.

Public Comment: Vermilion County board member Chuck Nesbitt was present to inform the board of the upcoming Transportation meeting being held at the Danville Annex in the 3rd floor on April 15th at 4:30 pm. The reason of the meeting is to discuss the ownership of the Fairmount to Sidell road in getting it fixed properly and maintenance on culverts and bridges as well. Nesbitt urged the importance of attendance to the meeting and also phone calls and mailing letters to the board regarding the need for the county to take ownership from the state.  Dave said he had talked to Senator Rose at a meeting he recently attended regarding this issue. Dave instructed Suzanne to post a notice of a civic event notification due to the number of board members that may attend the meeting.

Didn’t have to approve 3rd person on trip to Delaware because didn’t exceed prior approval amount for trip.

Board Correspondence: Suzanne stated the Village received a letter regarding a refund from IRS $159.62, a letter from a benefit committee asking for a donation for a little boy, and a letter from the Liquor commission regards to a tobacco education program, and a letter from U of I extension regarding a seminar about the Ash trees in the village of Fairmount, and the ash borer insect.

Approve bills and payroll: added Gutter and More in the amount of $340. For the Village garage guttering that was approved a few years ago.  Also added reimbursement trip $1630.00.  Greg questioned the mileage versus gas and where did the amount of the 68 cents per mileage come from? Dave said it is common to pay mileage to also cover expense of tires, oil etc. when someone is using their personal vehicle. Dave said the village needs to set per mileage rate etc. and will make it an agenda item.

Review Treasurer Report: Diana questioned the $3601.57 in the fine items, Suzanne will ask Brooke about that, Greg asked about the $550 in building and ground that was for Steve Miller handling tax exempt paperwork on new acquired property on High St.  Dave said that the $64010.00 under the Fire department under Vehicle improvement should be moved to Administration under line item 444 under vehicle purchases all departments.

Suzanne is going to keep track of Police Vehicle Fund and DUI fund monies coming in.

Review Department Reports:

Police: Gary had his report that included a traffic stop that had a goat and Calf in the car.  Also had estimated prices on a new vehicle with additional equipment.

Fire:  The Board saw the Fire truck the village just purchased, it was outside of the town hall so the board could see it before the meeting. Ed said he would like Ronnie Gaffney to be on Fire Dept. He has been doing a lot of work down at the fire station. Dave said he has to apply, everyone has to apply.

Animal control: Nothing to report

Water: Nothing to report

 

Review projects: Suzanne said that the website is coming along and should be done by April meeting.

Everyone gets their email address, and the question was asked if it will be linked to the users other email. Suzanne will ask Brandon.

Board Comments:

*Suzanne was asked by Don Ruwe, Sr. if the town could put rock in the parking area north of the Baptist church, Dave said it will be taken care of because it is a previous village parking area maintained by the village.

*Diana asked if Colby went to Mosquito abatement, Suzanne said he didn’t go because of scheduling conflict. Diana said we need to make sure we get this done, Suzanne will look into another class.

*Emily asked when Colby will be picking up brush again. Dave said in March and when the dump area isn’t so wet.

*Ed said we need to get junk areas cleaned up around town, Dave said that is to be reported to Police. Ed said he didn’t know if there was an ordinance on such things, and there is, as we have been receiving fine payments from other issues regarding it.

Suzanne asked if the rock spreader was fixed on the truck, Ed said the part was order.

*Ed said one other thing, that the drainage district has talked to an engineer and they have gotten maps and will be getting some information to the drainage district to share to the village, they have $20,000.00
