The Fairmount Village Board met in open session this 21st day of March, 2018, in the council chambers of the village hall. President David Ferber called the meeting to order at 7:00 p.m. Meeting ended at 8:24 p.m. Visitors: Gary Wright, Tammy Dixon, Brooke Dixon and Greg Woodard

Public comments:
Greg Woodard asked if the alleys could be maintained this year as they are in bad condition. President Ferber said that they hoped to work on some this year. Tammy Dixon was present to find out when she can get the purchase of the lots on Main Street finalized. Dixon had won a bid for the lots in December 2017. President Ferber asked her to wait until after the meeting to sign the contract and then he would contact the Village attorney Steve Miller to handle the rest of the purchase.
Approved a donation of $500 to the Fairmount Ball Association Greg Woodard was present to ask for the donation. Diana made motion, Dan 2nd,

Approved the Treasures report: Emily made motion, Dan 2nd Susie Dodd-Casey _Y_ Ed Cheuvront _Y_ Kathy Myers __Y__ Diana Cooper __Y_ Dan Albers _Y____ Emily Carey Y President Ferber reported that he is working on the fiscal budget. He likes to estimate expenses high and income low. Currently, the revenue is $197,000 with base expenses of $175,000. However, he is budgeting expenses at $197,000.
Board Comments:
Susie Dodd-Casey had a few concerns regarding the many cats that have been seen in Fairmount. The cats are being seen roaming the streets and getting into trash. She suggested advertising again for an animal control officer. Ferber said he will go to the Vermilion County animal shelter and speak to the supervisor there to see what they can do to help in the situation since the village hasn’t an officer.

Clerk Woodard said she heard from the Local Debt Recovery program and that they wouldn’t be able to help them collect money from overdue ordinances fines at this time. The program ran the names of the violators and they were not in the system to garnish state income tax. The village will have to rely on the City Court to pursue the fines and fees.
Fire Department report for February: Four rescue calls and one mutual aid call. The board also heard it has until September 2019 to get the digital radio system for the Fire Department. Ferber applied for a Fire Marshall small tool grant. It can take up to six months to get results. The cost of the radios is about $18,000.
Water Department report: One service is still shut off for non-payment, two voluntaries shut off and 17-second notices were sent for water bill payments. Ferber reported that there was a water leak that had to be repaired in a copper line that was installed in the mid-90’s when the new main was installed. It was the fourth leak in the past two years. Received a reminder that the Consumer Confidence Report (CCR) water report will be due in July, Ferber said it will be mailed out with the water bills this year.
President Dave Ferber said he had talked to Tom Baird who said he was not able to get the bid ready for the pressure controls for the water treatment plant. He said he would have it for the April 18 meeting.
Police Report for February: One traffic stops and one burglary to a residence where medications had been taken. Chief Wright had recently been off due to a family emergency. The village police department may be eligible to participate in a National Crime Statistic Exchange reporting program and system.
In other business, the board heard that there is a Mosquito Abatement class in Springfield. Ferber spoke with Vermilion County Health Department and was told that most small towns in the area are not doing anything for mosquitos.
Trustees Susie Dodd-Casey and Kathy Myers wondered what else can be done with the abandoned tavern on Main Street. They are concerned about children falling into the hole that is besides the building. Casey suggested there should be a fence around the hole to prevent children from falling into it. Ferber said he will check with Steve Miller to make sure by putting a fence it doesn’t make the village liable if someone gets hurt after we put the fence up. Chief Wright said that the Vermilion County health department has been trying to locate the owner Jan Schotts with no results
